Joseph M. Arpaio
You probably know him as “America’s Toughest Sheriff,” a name given to him years ago by the media. It’s a name he certainly has earned as head of the nation’s third largest Sheriff’s Office which employs over 3000 people. But even before he became Sheriff in 1993, Joe Arpaio was one tough lawman. After serving in the U.S. Army from 1950 to 1953, and as a Washington, D.C., and Las Vegas, NV, police officer for almost five years, Arpaio went on to build a federal law enforcement career and a reputation for fighting crime and drug trafficking around the world.
He began his career as a federal narcotics agent, establishing a stellar record in infiltrating drug organizations from Turkey to the Middle East to Mexico, Central, and South America to cities around the U.S. His expertise and success led him to top management positions around the world with the U.S. Drug Enforcement Administration (DEA). He concluded his remarkable 32-year federal career as head of the DEA for Arizona.
In 1992 Arpaio successfully campaigned to become the Sheriff of Maricopa County. Since then he has been reelected to an unprecedented four 4-year terms. During his tenure as Sheriff of Maricopa County, Arpaio has consistently earned extraordinarily high public approval ratings.
With over four decades experience in law enforcement, Arpaio knows what the public wants, “The public is my boss,” he says, “so I serve the public.” He has served them well by establishing several unique programs.
Arpaio has over 10,000 inmates in his jail system. In August, 1993, he started the nation’s largest Tent City for convicted inmates. Two thousand convicted men and women serve their sentences in a canvas incarceration compound. It is a remarkable success story that has attracted the attention of government officials, presidential candidates, and media worldwide.
Of equal success and notoriety are his chain gangs, which contribute thousands of dollars of free labor to the community. The male chain gang, and the world’s first-ever female and juvenile chain gangs, clean streets, paint over graffiti, and bury the indigent in the county cemetery.
Also impressive are the Sheriff’s get tough policies. For example, he banned smoking, coffee, movies, pornographic magazines, and unrestricted TV in all jails. He has the cheapest meals in the U.S. too. The average meal costs about 15 cents, and inmates are fed only twice daily, to cut the labor costs of meal delivery. He even stopped serving them salt and pepper to save tax payers $20,000 a year.
Another program Arpaio is very wellknown for is the pink under shorts he makes all inmates wear. Years ago, when the Sheriff learned that inmates were stealing jailhouse white boxers, Arpaio had all inmate underwear dyed pink for better inventory control. The same is true for the Sheriff’s handcuffs. When they started disappearing, he ordered pink handcuffs as a replacement. And later, when the Sheriff learned the calming, psychological effects of the color pink—sheets, towels, socks— everything inmates wear, except for the old-fashioned black and white striped uniform, were dyed pink.
Arpaio has started another controversial program, the website WWW.MCSO.org, so that all those arrested (about 300 per day) are recorded on the Sheriff’s website as they are booked and processed into jail. Just under a million hits daily come into the website, making it one of the most visible law enforcement sites on the World Wide Web.
In addition to these tough measures, the Sheriff has launched rehabilitative programs like “Hard Knocks High,” the only accredited high school under a Sheriff in an American jail, and ALPHA, an anti-substance-abuse program that has greatly reduced recidivism.
As chief law enforcement officer for the county, Arpaio continues to reduce crime with hard-hitting enforcement methods. His deputies and detectives have solved several high-profile murder cases, including nine child murders. The posse, whose ranks have increased to 3,000 members under Arpaio, is the nation’s largest volunteer posse. Posse men and women help in search and rescue and other traditional police work as well as in special operations like rounding up deadbeat parents, fighting prostitution, patrolling malls during holidays, and investigating animal cruelty complaints. The posse’s contributions are invaluable and essentially free to taxpayers.
No wonder Sheriff Arpaio has been profiled in over 2,000 U.S. and foreign newspapers, magazines, and TV news programs. His leadership and the excellent work of his staff have catapulted the Maricopa County Sheriff’s Office into the ranks of elite law enforcement agencies.
On a personal note, Sheriff Arpaio and his wife Ava have been married for over 51 years and have two children, both residing in the Phoenix area. The Arpaios have four grandchildren.
Arpaio looks forward to many more years as Sheriff of Maricopa County.

I started reading a report done by the Goldwater Institute last night. While they claim to be non-partisan, to tell you the truth these days I don't trust any organization to be non-biased anymore.
While I didn't have time to get too deeply into it, there's an overall theme that Sheriff Arpaio is spending an inordinate amount of time, $ and effort on one area (illegal aliens) while other areas of crime in the county have suffered.
I'm not saying I agree with that assessment - simply because I don't know all the facts, but there was a discussion about Maricopa County having an extremely high and growing number of warrants that the report claims are unexecuted when perhaps that should be one of the higher priorities - that would concern me as a citizen of the county.
On the other hand, there was also some discussion about the cost to the county for the excessive lawsuits the Sheriff's department has had to deal with. I can see where that cost would be significantly higher than most other counties have to deal with, however if the majority of the citizens of Maricopa are willing to have some of their tax dollars go towards that, then I have no problem with it - it's the price they're willing to pay.
The other thing that would concern me a bit is the insinuation that the Sheriff Arpaio's department has not been forthcoming with records and statistics. I firmly believe that statistics together with specific wording can be used to justify most any opinion, but in the end, the basic data used (if collected appropriately) is irrefutable. It would always worry me when any group - be it a law enforcement office, political office, company, etc... makes it difficult to get at those numbers - in most cases it either shows they've done a poor job of collecting that data, or they want to be in control of how that data is presented - in either case I think that's dangerous.
It's still an interesting topic to me and I continue to thank you all for your posts. It's evident that the majority of the citizens of the county continue to support the Sheriff, so they are either satisfied with most of the job he's doing, or they have not informed themselves and are just voting for him to say they did.

there was a time in arizona...when urban dwellers would wave down a sheriff, and be told their area of influence was county..not city and could not operate...now this sheriff is none existent in the county, but hounds those living in urban areas...

It's about time someone did.....something! Good for Joe Arpiao.
Not to worry pip, you will soon be living in Mexico, and everything will be better then. At least, it will seem like your living there.
Perhaps Arpiao will lose his job and they can hire one of those folks who live here illegaly. After all, it's only right.......right? Perhaps one of the law enforcement pro's from south of the border. Anything would be better than someone who actually enforces the law.....right?
All we need is one signature from President Obama and this country will be run by the same folks who run Mexico. Make those who broke our laws citizens and they will be allowed to bring in all of their family members from down south.
Probably only amount to two hundred million or so, but we can handle it, right? That's a pretty big line for you to wait in for your own handout, but you got plenty of time......right?

First of all, I have studied the Mormon religion for a number of years. I have read the BOM front to back half a dozen times, and gone back many more times to reference various passages. I have family members, that I love, who are Temple Worthy Mormons. The facts are, that I will be attending a family (Mormon) baptism next Friday. I don't feel the need to explain my feelings about the Mormon religion to anyone.
I did not take the conversation into the Mormon settlement of Arizona. I cited a historical fact that is backed up by documentation that has been around much longer than we have. I did not do it from a feigned position of moral superiority. That is your opinion, and you have every right to voice it. When the truth becomes a "cheap shot" it will cease to have any value at all.
Please don't attack me personally because you don't care for my message. While it's much more effective to attack the facts, the lazy man will always attack the messenger.
If you are going to continue "breaking trail" silently, it might be best to lay off the fog horn.

That would be a "deeper issue". Can you explain why you feel that the Mormons who relocated to Arizona and Mexico feared that they would be killed for being Mormon? How did they manage to avoid that fate?
I may have shown some animosity/passiion towards Mormonism but it has nothing to do with your opinion that I feel superior to them. It has to do with personal experience, years of focused research and many conversations with my Mormon brother's and sisters. Anyone who can discuss religion or politics without emotion, IMHO, has no real knowledge of either subject.
And that's what this forum is all about.

Actually the voters of Arizona have voiced there views on this at the ballot box many times over the years. As you say he has been re-elected many times. The voters also overwhelmingly approved Prop 200 here which limits use of public funds for illegals and requires employment verification of citizenship. This prop has gone to the 9th circuit court of appeals twice (one of the most liberal of courts) and has been upheld. The people of Arixona have spoken repetedly on this issue and consistently voice an opinion of pro-legal immigration.It's evident that the majority of the citizens of the county continue to support the Sheriff, so they are either satisfied with most of the job he's doing, or they have not informed themselves and are just voting for him to say they did.

Sheriff Joe offered to take the department over, and the County Supervisors said okay.
The animal shelters are now all staffed and operated by prisoners.
They feed and care for the strays. Every animal in his care is taken out and walked twice daily. He now has prisoners who are experts in animal nutrition and behavior. They give great classes for anyone who'd like to adopt an animal. He has literally taken stray dogs off the street, given them to the care of prisoners, and had them place in dog shows.
The best part? His budget for the entire department is now under
$3 million. Teresa and I adopted a Weimaraner from a Maricopa County shelter two years ago. He was neutered, and current on all shots, in great health, and even had a microchip inserted the day we got him. Cost us $78.
The prisoners get the benefit of about $0.28 an hour for working, but most would work for free, just to be out of their cells for the day. Most of his budget is for utilities, building maintenance, etc. He pays the prisoners out of the fees collected for adopted animals.
I have long wondered when the rest of the country would take a look at the way he runs the jail system, and copy some of his ideas. He has a huge farm, donated to the county years ago, where inmates can work, and they grow most of their own fresh vegetables and food, doing all the work and harvesting by hand. He has a pretty good sized hog farm, which provides meat, and fertilizer. It fertilizes the Christmas tree nursery, where prisoners work, and you can buy a living Christmas tree for $6 - $8 for the Holidays, and plant it later. We have six trees in our yard from the Prison.
Yup, he was reelected last year with 83% of the vote.
Now he's in trouble with the ACLU again. He
painted all his buses and vehicles with a mural, that has a special
hotline phone number painted on it, where you can call and report
suspected illegal aliens. Immigrations and Customs Enforcement wasn't doing enough in his eyes, so he had 40 deputies trained specifically for enforcing immigration laws, started up his hotline, and bought 4 new buses just for hauling folks back to the border. He's kind of a 'Git-R Dun' kind of Sheriff.

He bought Newt Gingrich's lecture series on videotape that he pipes into the jails.
When asked by a reporter if he had any lecture series by a Democrat, he replied that a democratic lecture series might explain why a lot of the inmates were in his jails in the first place.

Maybe if all prisons were like this one there would be a lot less crime and/or repeat offenders.
Criminals should be punished for their crimes - not live in luxury until it's time for their parole, only to go out and commit another crime so they can get back in to live on taxpayers money and enjoy things taxpayers can't afford to have for themselves.

He bought Newt Gingrich's lecture series on videotape that he pipes into the jails.

Maybe if all prisons were like this one there would be a lot less crime and/or repeat offenders.
Criminals should be punished for their crimes - not live in luxury until it's time for their parole, only to go out and commit another crime so they can get back in to live on taxpayers money and enjoy things taxpayers can't afford to have for themselves.
